    Go steam library find the game you want to delete, right click, properties, click on Local Files, delete local game content, re-install the game....

    Go to start/search bar type cmd, type ipconfig /release in cmd, then type ipconfig /renew, restart pc.. if that doesn't work bring up cmd window...
