   If we had all the stuff that we need to join a server (i.e maps, trails, hats, ect.) pre downloaded would that cut down on time when joining if it works that way

   You only have to download everything once like Gotcha stated.  As of right now we don't have the files off hand so you can download them, though it could easily be done.
